There is that yellow form next to the competition. If you click on the picture on the yellow page it`ll display another screen where you can prank your friend by sending a penalty notice. You click on the narrow, and you`ll get to the first page. If you check Vehicle Reg# you see those numbers/letters already in that field. Although I have no clue how it works. It gave me undefined after I filled out everything, and tried to move on. EDIT: Ok the combination of those numbers/letters are different there. It shows NE3D 4 S433D, not NE3D 4 5P33D.
